To Mu‘āwiyah, soon after Amīr al-mu’minīn was sworn in. (Muḥammad ibn ‘Umar) al-Wāqidī has mentioned this in his “Kitāb al-Jamal”
ومن كتاب له (عليه السلام) إلى معاوية في أول ما بويع له، ذكره الواقدي في كتاب الجمل
